Process safety management is critical to the Management of Change (MOC) process. Even though a company may have a written change process documenting procedures, it is often difficult to be certain that all involved parties have been properly notified and that their participation has been documented.
Addressing the technical basis of a change is a critical first step, but there is usually more involved than the actual physical change. Any company handling highly hazardous materials must also be concerned about the impact to health and safety, training, and operating procedures. Health and safety must be notified and the required authorizations obtained in a timely manner. Informing all involved outside parties, and training employees and contractors on changes to operational procedures and practices, are necessary to ensure all requirements are met.
Although all of this may be addressed in the written MOC documentation, any change can have its own unique issues that must be resolved for the safe completion of the change. A written document is static; it cannot be revised for every situation.
The MOC module addresses all of these issues through a series of phases and notifications that allow the appropriate level of user to be involved at the point in the change applicable to them. At the same time, it allows them to monitor the change through to completion, if they desire. The configurability of the system lets each individual client tailor it to their corporate processes and culture. Scalability is inherent in the flexibility of the templates.
